AlicensetobuildthetankswasobtainedfromVickers-ArmstrongLtd.andprototypeswerebeingmanufacturedattheBolshevikfactoryinLeningrad.
TheExperimentalDesigndepartment(OKMO)headedupthedesign,undertheleadershipofN.V.BarikovandS.A.Ginzbury.Thetestvehicleswere
designatedTMM-1andTMM-2andwereverysimilartothe6-TonVickers.
TheRevolutionaryWarDepartmentgaveordersonFebruary13,1931,toproducetheT-26eventhoughdevelopmentandtestinghadn'tconcludedyet.
TheseweretoreplacetheobsoleteMS-1models.Anengineer,Zigelya,madesomeminormodificationsandproductionstarted.
Themilitarywantedthe2turretsimprovedsothattheycouldbefiredoverawiderarc.Largervisorswereadded,theMGswereballmounted,andthe
turningcircleswerelimitedto265degrees.Theseatswerefixedinplaceanddidn'tturnwiththeturret.Thecommandersatintheleftturret.
Thedriveroperatedamultistepmechanicalgearbox.TheenginewasbasedontheBritishArmstrong-Siddeley.

installedinsteadofthe45mmgun.Itcouldreachtargetsupto50metersandcouldfire701-secondbursts.Itcarriedbetween135and400litersofoil.
